HOME STUDY REPORT
From 1 February 2005, anyone who wishes to adopt a child from a foreign country must complete a Home Study Report by the MCYS’ accredited agencies. This is applicable for adoptions from all countries and must be done prior to starting the adoption process (i.e. searching for a suitable child or initiating legal adoption proceedings).
The SBL Vision FSC is accredited by the Ministry of Community Development, Youth and Sports (MCYS) to conduct Home Study Report (HSR) for the adoption of foreign babies or children, except foreign babies and children from the People's Republic of China and India.
The HSR is an assessment report on a family’s readiness to care for an adopted child. The purpose of the HSR is to determine the suitability of prospective adopters to be parents. The HSR investigates into the circumstances and factors surrounding the adoption and ensures that the adoption is made in the Best Interest of the Child. The HSR is required by prospective adoptive parents to apply for a Dependent’s Pass from the Immigration and Checkpoints Authority (ICA), for a child proposed for adoption. The HSR is valid for one year.
With the accreditation and endorsement by MCYS, the HSR is recognised Internationally and by other Government agencies as a valid document.
The fees for the Home Study Report and the 2nd Home Study Report are as follows:

* The above fees are subjected to review by MCYS on an annual basis.
